You may find both "Deployment libraries shipped with PostgreSQL 8.4.1
installation" and "Deployment libraries built with MinGW environment"
packages in the PostgresDAC Download area:

Dump and restore libraries for 8.3.x and 8.2.x PostgreSQL branches are
included into "Deployment libraries built with MinGW environment"
package. They may be used with TPSQLDump and TPSQLRestore components.
